Are these Starlink satellites being decommissioned?

Description

I was looking up at the consellation Cassiopeia and noticed white lights that were slowly descending straight down. I began to vid record them at 3:20am to 3:30am for 11.5 mins and counted a total of 20 of them. I checked the Starlink App and found that no satellites were traveling in this location during the time that I was recorded this vid. Has anyone else witnessed a sighting or downward descending phenomena like this?
