New footage from the Philippine Coast Guard shows the moments before and after a China Coast Guard ship collided with a Chinese navy vessel just 10.5 nautical miles away from the Beijing-controlled Scarborough Shoal on August 11. "Our thoughts are with the CCG personnel who may have been injured in this incident," says Commodore Jay Tarriela, PCG spokesperson for the West Philippine Sea.
