Cats are not really "scared of water"... it's more accurate to say that many cats dislike being wet or submerged in water, rather than being inherently scared. Domestic cats evolved from desert-dwelling ancestors who didn't encounter large bodies of water. This lack of experience with water in their evolutionary background might explain why they don't instinctively enjoy it.
